		<description>Having pets micro-chipped is, in general, a good idea. Most pet owners dread the thought of their companion going astray. But the way to get that done is make it a requirement for dog breeders to do it, when they have the puppies vaccinated. However, keeping track of subsequent changes of ownership could turn into a large, expensive, government department. I would like to know who runs the tracking service that we have at present, because on the current scale it seems to work well, at fairly low cost. Also, the animal charities tend to neuter and vaccinate pets before re-homing them, so unchipped pets could be chipped at that point. I would much rather this was done by voluntary code of practice, than legislation. 

BUT
It will make absolutely no difference to the crooks. They will keep on running illegal and cruel puppy farms. They will keep organising dog fights. They will retain their attack dogs. They will continue to use beatings to train those dogs to be mean and dangerous. They will not have their dogs vaccinated, chipped, registered, neutered, they won&#039;t even take the poor beast to the Vet when it is ill or injured. 

The police will avoid tangling with them. They are reluctant to use the laws we already have. And thugs never pay their fines.</description>

In order for the Dangerous Dogs Act 1871 to be enforced, one must know if a dog is dangerous. I am sure unemployed school-leavers could be encouraged to go out into public parks, carrying sharpened sticks.

Given a nice uniform that denotes legitimacy in all but practice, like a community support officer, these stick-prodders (community canine liaison officers?) could approach the hoodies hanging around the burned-out bandstands and start to prod their dogs with their sharp sticks. 

If the dogs look like they are deeply annoyed by such prodding (and assuming the stick-prodder is not hospitalised) then the dog can be taken away and its owner can be fined (and made to pay the cost of the stick-prodding and the incarceration and ultimate cremation of his weaponised pooch).

I think that the insurance idea is crap. Ii am deeply cynical about Cameron&#039;s cronies, as much as I am deeply cynical about the current cabinet.

A consultation is necessary, but the consultation should be about restructuring an entirely new &quot;Dangerous Dogs Act&quot; and maybe there are already laws in place that could be enforced.
