		<description>RECs were not all bad; some were corrupt or very badly run, but many did a lot of good work for people in real distress. (There are real people who really suffer from some quite vile forms of real racial discrimination and harassment - if you don&#039;t believe me, look up the periodic summaries in the relevant legal journals). Unfortunately, much of this was lost beneath the politicking of people like Ouseley, Livingstone and Jasper and their concentration on &#039;visible minorities&#039; to the exclusion of everyone else. This was compounded by their promotion of the &#039;I&#039;m Alright, Jack&#039; municipal culture of the 1970s, inherited from the days of the Race Relations Board and Community Relations Council, where what mattered was the size of budgets, expense accounts and Rolls-Royce pensions, rather than what sort of service people actually needed or wanted.

As quangos go, the CRE was actually pretty tiny, slightly larger than the Sea Fish Industry Authority. Compare its budget with that of the Housing Corporation or the Tote.</description>
