Otherwise, countries would send out help to places like Darfur. First of all, they have a priority to their own citizens who might be in danger there. Second, there is the matter of pressure from the citizens in their own country to "do the right thing" (mainly in Democratic countries but not necessarily). Moreover, there is the matter of the country's image in the world - i.e. pear pressure. These factors are what influence a state's decision in these situations. They are weighed in with the costs to the economy and military. In the end of the day, a country needs to make decisions to the best interests of it's citizens and residents. I don't see why it's so wrong for a country to look after it's own interests....
